Yes, but the main point of this perspective is to show that from N Washington St you can see the sight and the rails that are there are semi-transparent. This allows more of the site to be seen. So, on the other side towards the Zakim bridge, the rails are about 8' high and they are solid allowing some parts to not have a view at all.
I see three different surface conditions in this perspective.
